If I understand you question properly
 you can take a VARIABLE form and 
CTRL-A, CTRL-C to copy all the components,
open the external form designer 
CTRL-V to paste all the components
into the RFF and save it.

You cannot do this with a connected form.
Well I guess you can but the main purpose of an
external form is to have a form that is only connected
to the datbase when needed. Ideal for a menu.
