That was the first thing I checked but the odd part is the report with the
same exact data will print the footer one time and then run it again and the
footer MAY not print...or it might...so far I haven't found a consistancy
but will continue to look.

Make sure the object does not extend beyond the width of the report.
Also check the band height of page footer.
