I create forms that are smaller than the main menu. 
So sometimes the application gets confused and appears to be 'locked up' 
to the user when the form is really behind the main menu.

So if I understand this PROPERTY command properly
PROPERTY RBASE_FORM STAY_ON_TOP 'ON'
if I place it in the called form OnAfterStart EEP
this form should always stay on top.

Agreed?

Another thing we noticed about these regions is that they only move if the 
region they reference will overlap them.
They do not move just because the reference region got taller.

So, to be really easy to manage, the regions should touch each other and be 
set up so the layout looks the way we want.
Each region should reference the region just above it.
That way, the vertical spacing between elements on the report is always the 
same. QED.
