Dick: I had the same issue with my Window XP Pro (corporate domain login) and Windows 7 (standalone) workstations; John helped me as well.
This I know: 1. The instructions in the pdf "RBASEeXtreme64forWindows_GettingStartedGuide.pdf" prove to be correct; 2. I overlooked a simple step in the permissions process not twice but three times before getting it right. So, take heart. What you are tasked to do is: 1. Log in to the station either as an administrator or as a user with established administrator rights; 2. Navigate to the appropriate folder and line in the registry, following the instructions in the user guide; 3. Right-click but for insurance, before you click on "Permissions", hit "Export" and save the registry key out to your "My Documents" folder just in case something really insane happens in the next three minutes; 4. If the Windows username under which you want to run RBase is listed as an account in the permissions dialog, check "Read", then "Apply". Avoid "Full Control" unless you want to give your users divine powers over their RBase program files; 5. If the desired Windows username is NOT listed (as my usernames were NOT in BOTH my corporate and standalone boxes - this is the step I missed, right in front of my face), hit the "Add" button, add the username and then apply permissions. 6. Exit regedit. 7. Log out and back in as the user. 7. Start 9.1 again, enter the license key if you must; start then exit RBase, and start it again to see if it worked. By the way, do you already have 9.0 running on the machines?
