I should have explained I am in windows XP and also attached remotely to
this computer. Will I still be able to make the changes remotely?

Jim,

The "Advanced System Settings" is part of MS Windows O/S settings.

In a Window 7 environment, to access and configure [Advanced System
Settings], right-click on "Computer" and then select Properties.

Under Control Panel Home, notice the item for Advanced System Settings.

Under System Properties, click on [Advanced] tab. Notice the button
for [Environment Variables...]

Under [Environment Variables] notice the options for "User Variables"
and "System Variables".

This is where you will [Edit...] the values for TEMP and TMP for User
as well as System.
