I'm forwarding the comments below from a serious Linux user.
I believe you still need a WindowsXP license to run a WindowsXP VM.
So Wine may be worth trying.

I used to use Wine to run turbotax, and some other things. Lately, I simply run a WindowsXP VM on my Linux box for stuff like that, plus I now have a dedicated windows box in my office, so I rarely even try wine any more.

Wine works surprisingly well. As an example, Google Picassa for Linux uses wine, but they do all the integration and make sure it works well. With Wine, there are typically a few little glitches, so you just have to try it and see.
