On Page 35 of
R:BASE eXtreme 9.1 (32) Getting Started Guide, it says....

Q: Can I use my previous version of R:BASE with R:BASE eXtreme 9.1 (32) to 
connect to my
database?
A: No. The internal database index file format for R:BASE eXtreme 9.1 (32) is 
different. After the
database is converted to R:BASE eXtreme 9.1 (32), the files should not be used 
with any other R:BASE
version.

Am I misunderstanding the above?
I don't recall seeing this same information associated with previous updates.

I think you are thinking of the diffences between 32 and 
64.
You can't open 9.1 (64) with 7.6.
 
I think that you can connect to 7.6 from 9.1 (32) and read the 
tables.
What you can't do is create a form in 9.1 and expect it to work in 
7.6.
