As Razzak, says, there is something else going on. I have been running 9.1 for months with the startup file named start.mac and a shortcut pointing to it and it works great. I am on the latest release but it has worked on the last 4-5 releases for sure.

No. This is NOT an oversight, nor by design. Shortcuts and passing parameters should be consistent with all versions of R:BASE eXtreme 9.x.
