Alastair: Thank you, a quick test suggests you are correct.
My normal login has full administrator privileges, but apparently that's not good enough for Windows when RBG91_64.EXE is run from the default desktop icon created during a default install. By explicitly starting R:Base by choosing 'Run as Administrator' from the desktop icon pull-down, R:Base returns the message: "File C:\Windows\RBENGINE91_64.CFG has been saved." ... and the file modification date is updated. Not a deal-breaker; but interesting that the Configuration changes persist over an exit/re-entry. Hmmm.
