Boy oh boy am I sorry that I have to write this email.
I tried step by step your recommendation.  I also tried using a panel object
and consistently the form and RBase freezes under Win7 professional when I
attempt to resize the form.
The issue occurs with step #3
"03. Now place the Web Browser control on Enhanced Panel and make sure
     to set the "Align" property of the Web Browser Control to "Client"."
I even added a status bar object to use the size grip to resize the form.  I
hope this problem goes away with the upcoming update.  If it works fine for
you then it must be something wrong at my end.

Here's how I would accomplish the desired functionality:

01. Place the Enhanced Panel control and adjust the Height and Width.

02. Set the Anchor options for Enhanced Panel control as you wish.

03. Now place the Web Browser control on Enhanced Panel and make sure
     to set the "Align" property of the Web Browser Control to "Client".

04. Review all properties of Web Browser control.

05. Now run the form and see what you get.

That's all there is to it!
