If all users are using the "full" version of R:BASE, you can
use the "Settings" option, as suggested earlier, on each PC.
FWIW, your startup file has nothing to do with this particular
option defined as user Setting.
However, programmatically, you can control everything using
the "RInstanceCount" Plugin, as advised earlier.
