If I remember correctly, the DOS version has case, collating and folding section defined in the rbase.cfg file. It is possible that the Y character was changed there; try correcting it or using a different version of r:base.cfg, either from another user or a backup. Also, I believe (but I am not sure) that if you delete the rbase cfg file and re-star r:base, a new one will be created with the default setting which you will have to change to whatever your preferences are.
