Thanks Razzak,

It turned out something must have gotten corrupted in the form.
Other forms renamed fine.

I created a new form and copied everything into it from the bad form (which 
worked, just could not be renamed.)
Thank goodness for the ability to copy all the custom form actions to the 
clipboard and back!

It works and saves just fine now.

A few suggestions ...

01. DISCONNECT and then CONNECT the database
02. Check the IDQUOTES setting of CONNected database
03. Last but not least, UNLOAD and then re-build the entire database 
to assure the integrity of your database
