Thanks Razzak, It turned out something must have gotten corrupted in the form. Other forms renamed fine.
I created a new form and copied everything into it from the bad form (which worked, just could not be renamed.) Thank goodness for the ability to copy all the custom form actions to the clipboard and back! It works and saves just fine now.
