While experimenting with this, I discovered the following:

If you want to use the "||W" (waiting) parameter with LAUNCH of a url, then you 
need to use:
LAUNCH 'iexplore|url|W' or the "||W" will not work. E.G. LAUNCH 
'iexplore|http://Rbase.com|W'

Also, you can use the "-k" parameter to open a full screen window with no 
access to the internet explorer menus. E.G. LAUNCH 'iexplore|-k 
http://Rbase.com|W'
