I am in the process of trying to implement the same thing and there are a few 
factors to consider.

Do you want to access ESRI from the R:Base application or do you want ESRI to 
access the R:base application? Is your R:Base  a compiled application?

This is very important as it determines whether you will need Oterro or not.

If you want R:Base to access ESRI then it is very straight forward, you simply 
create a DSN-less connection to the spatial database ESRI is using (SQL , 
Oracle) and you are good to go.

If you want  to access R:Basse from your ESRI application, then there are other 
factors you will need to consider.

If you have an application that you access via full R:base license(s) then the 
ODBC drivers should be available and you can access your R:base application 
from ESRI via the installed ODBC drivers in those workstation.

If you want ESRI to access your compiled application, then you will have to get 
an Oterro license (ODBC drivers) since the Compiled version does not include 
them. One thing that you will need to keep in mind is that once you install 
Oterro, the number of allowed users is now the one in the Oterro  license, 
since all the connection to the database will now go through Oterro, even if 
they are not ODBC connected sessions.
