My emailer converted the quotes wrong

Here are the commands corrected in plain text:

set var v2 TEXT =(Trim(FORMAT(.v1,'999,999,990')))
this will give you a text value of 2,137,903

to change the commas to periods:
set var v2 = (SRPL(.v2,',','.',0))
now v2 contains 2.137.903

Also you must use the right quote character.
RBase uses the single quote, unless you have changed your system to use the 
double quote.
I am assuming a single quote character is correct.

try this
set var v2 TEXT =(Trim(FORMAT(.v1,'999,999,990')))

I think you have to convert the format to an integer specifically.  Try: 

 set var v2 INTEGER = (INT(FORMAT(.v1,"#0.0;_#0.0")))
