You have received many eXcellent suggestions from other users. BTW,
if Bill Downall's suggestion does not work for your, you have much
bigger problems with your code and the proper implementation of a
conditional RULE.

Without knowing all details ...

The problem may be stemming from the R:BASE settings; EQNULL, ZERO,
IDQUOTES. Have you tried altering the settings?

There could be issues with your database integrity. When was the
last time database maintenance (UNLOAD ALL) was performed to
re-build the database?

Or, there may be data records that are preventing the proper RULE
creation. A sample database may be required in order to really see
the problem.

You are welcome to send the database sample to the Support Team at
R:BASE Technologies. If needed, you may be required to purchase a
Technical Support Plan to help you identify the issue with a LEGACY
(7.6) database which is no longer supported.

Keeping my ever increasingly hectic schedule and valuable time in
perspective, while I try to respond to as many messages as possible,
explicitly addressing the public thread to me directly is a sign of
desperation, and is inappropriate.

If you need to send a message directly to me, then you can use my
private email address to seek help. However, my valuable time will
likely be spend assisting current users and not those who are still
using a LEGACY product that was released on September 03, 2007.
