Many of the tables are linked based on PKs, so renumbering is not a good
choice. Using 9.5 with latest updates.

That sounds like a boo-boo to me.
What build of R:BASE eXtreme 9.5 are you using?
If you are using R:BASE eXtreme 9.5 (32/64), Build: 9.5.3.20906 or higher,
you should have no problem using the new Data Designer (RBDefine).
