Most likely it's a version compatibility issue, when running the
older project, such as Photo Badge Creation System (R:Capture)
designed for R:BASE 7.6, with the latest version of R:BASE eXtreme
9.5.

Updating the entire project Plugin/DLL to be compatible with your
R:BASE eXtreme 9.5 should resolve such -ERROR-.

In addition ...

Switching/Upgrading the Hardware and Operating System will also
lead to a situation like yours. Placing the appropriate Plugin/DLL
and properly registering the component will help resolve such
-ERROR-.
