You need to use a dbmemo control for notes.

Subject: [RBASE-L] - Report note problem

I am converting a report to 9.5 that has variables defined as notes. The
properties list doesn't include STRETCH and the note only displays in the space
allocated in the field placement. When I place a note column on the report,
stretch allows it to grow as needed and I have set the next item on the report
to SHIFT WITH PARENT which works great. Why not for a variable which is a NOTE?
