Pre-Define that exact variable with actual value as "On Before Start EEP", and
then run the form.  Notice the selected/highlighted row in the VL Combo Box.

FWIW ...

The focused and highlighted item in the list solely depends on the current
variable value of resulting, selected, clicked, or pre-defined variable.
