Bruce,

The date variable that displays as "January 31, 2014" is formatted 
as:  mmmm d, yyyy
(Most likely copied and pasted from sample applications)

Report Designer | Right-Click on System Variable (Date) | Display Format ...

Notice the Display format ...

Now you can change the display format as you see fit.
