Well, this is embarassing.  I didn't uninstall Rbase7.6 first.  Windows explorer
still recognized the .rba extension as belonging to 7.6  The converted
application was running under 7.6 trial installation.  So, reassigning the .rba
extension to open with Rbase 9.5 solved my problem.  I must say that I really
would expect that installing Rbase 9.5 would assign its file extensions in
Windows explorer.  It's also interesting that an application that has been
converted to 9.6 will have this funny little behavior when run in 7.6; if that
is indeed what was happening.
Thanks for the suggestions Razzak.  They helped me see something I was
overlooking.
