That is a typical symptom of registry read/write permission issue.

A few suggestions ...

01. Login as Administrator and see if that makes any difference.

02. Make sure to update your Ultabook with the latest Win 8.1 video
    and printer drivers.

03. Finally, run RBG95_64_Default_Settings.exe utility to reset all
    RBG95_64 default settings.

    C:\RBTI\RBG95_64\RBG95_64_Default_Settings.exe
