[RBASE-L] - Off Topic HIPAA

I use RBase for medical billing and I have a few questions about encryption and 
HIPAA?

Is the RB2 data file "encrypted" enough for HIPAA?
If not what would be an easy way to meet the HIPAA requirements for the data 
security / encryption?
