There is a form PROPERTY command for a form to "stay on top". In fact I 
think it is called PROPERTY formname STAY_ON_TOP TRUE (don't quote me. I'm 
away from my resources.)

But I think you need to use it with care because if you tell every form to 
"stay on top", who wins?

Remind me, because up until now I haven't seen this issue myself...  For the 
first time, a client (who's on 9.5 32-bit) is reporting lockups but it's 
really a form hiding behind other forms.  I've seen this reported here 
before but haven't paid attention if there was a setting to enforce a form 
to "stay on top" or some other rules to prevent this from happening.  I'm 
not sure what their operating system is...    I told them to try an 
[Alt][Tab] if they think they're locked up and I think that works.  Thanks!
