SET ZERO ON tells R:Base to treat no data (null) as zero in numeric
calculations. The setting you need is
SET EQNULL ON/OFF
NULL <> NULL will only work if EQNULL is set ON
IDP12MA <> 1 will fail when IDP12MA IS NULL unless EQNULL is ON
