The first step in whichever EEP is used to launch the overlaying form.

 

The second step in the OnBeforeStart EEP for the overlaying form.

PROPERTY RBASE_FORM STAY_ON_TOP 'ON'
RDOCS says:
This form remains on top of the desktop and of other forms in the project,
except any others that also have Form Style set to StayOnTop. If one
StayOnTop form launches another, neither form will consistently remain on
top.

I have had this issue for some time but now it's getting to be a pain.  Some
times menus will hide behind other menus.  I know there is a property to
keep form  on top but how do I handle if I need a form on top of that one.
