Bill,

That behavior is the result of placing the CrossTab control on
the report [Detail] band.

Here's how to fix such behavior ...

Make sure that there is a [Page Header] band enabled on your
report with enough height (white space) to place the CrossTab
control.

Then, simply drag the existing configured CrossTab control
from [Detail] band on to the [Page Header] band.

Finally squeeze the Detail band upwards and remove all blank
(white space) from the Detail band.

Click on the report [Preview] tab to preview the entire report.

That's all there is to it!
