What control is being used for your NOTE field?
If you are using the "DB Memo" control, make sure to select the
option for "Stretch".
DB Memo Control > Right-Click > Stretch
I put all the other objects in one region, checked the shift
relative to and chose
the proper object. The region does not shift to allow the note field
to expand.
All these objects are in the page footer section.
Do the same for "Region" control as well.
Region Control > Right-Click > Stretch

Here's how ...
Use "Region" control to place all objects within their corresponding
"Region" accordingly.
Report Designer | Advanced Controls | Region
Once organized, use the "Shift Relative To" option to shift each
"Region" as you see fit.
That's all there is to it!
For complete details, while in report designer, place the cursor on
[Region] object and then use [Shift+F1] keys or Right-Click > Help.
