This is not a bug.
When using the correct and current command syntax for the BROWSE command,
the issue should not occur.
BROWSE (MAX(RDATE_)), PATNUMBR, CPTCODE, SERVICE FROM TODO0 GROUP BY
PATNUMBR, CPTCODE, SERVICE
Please note the use of commas in the command syntax.
I was not using the commas correctly.
Now I have a much improved concept of the power of the group by
option and how
to use it.
