FWIW ...

The number of rows in Scrolling Region control are contingent to "Tiers"
defined under Scrolling Region Properties.

Having explained that, us the PROPERTY <ScrollingControl> ROWCOUNT 'nnn'
to dynamically change the row count as Form "On Resize" EEP.

Based on your form's scale, you'll have to play with this PROPERTY to adjust 
your form's behavior and allowable SR Tier ROW COUNT accordingly.
