This worked for me using R:Base 9.5 & RMail 9.5:
PRINT YourReport +
WHERE whatever +
OPTION HTML +
|FILENAME YourReport.htm
--RMail stuff
PLUGINS RMail v1|MESSAGE_TYPE HTML
...
PLUGINS RMail v1|LOAD_MESSAGE_BODY_FROM_FILE YourReport.htm
--Rest of the RMail stuff
This is puts only the report into the body of the email; I think it
would be difficult to incorporate preceding or trailing text.
Any comments could probably be in a report header or footer.
