No I am running 9.5 but is still under support for bug fixes.
I will report it.
FWIW ...
This is not a bug.
The "Display Format" for the Report/Label
Designer (as an output device) is different
from the "Format Mask in the Form Designer (as an enter/edit device).
Basically, reports will accept
"$#,0.00;($#,0.00)", but forms accept a different format.
Please refer to the "Using Format Mask in Form
Designer" chapter within the Forms Help
file.
Hope that provides you with some blue's clues ...

Subject: [RBASE-L] - display format in forms
We currently use 4 digits on our currency format in our database. $102.2516
I want to be able to display only two digits on the forms and reports.
In forms I added â$#,0.00;($#,0.00)â to the format mask.
It displays properly but when I click on the
field to change the value it displays
â$#,0.00;($#,0.00)â. It should be the numbers in that field.
Has anyone have an ideas?
TIA
