Whether a second document will open a second copy of
the application or be opened in an existing copy of
the application is up to the application itself (not
R:Base). In the specific instance of MS Word, I'm
pretty sure it always opens the document in the
already running instance of the program. Most people
who write MDI type applications make the same
decision. RCode is the same way, although it does
have a menu option to start a second copy of the
program if you absolutely must have two copies at
once.
Although you didn't ask, another question is what
happens if you try to Launch two copies of the exact
same document. That also is under control of the
application. I think Word simply shows you the
already open copy. RCode asks you whether you really
want a second copy, or whether you want to use the
already open copy.

No. Launch simply tells Windows "Open this document
(or program)" and then returns control to R:Base.
R:Base has no way of controlling the resulting
application.
