R:Tango and CyberSource

We need to have a system up and running by June 18th that accepts credit
cards for application fee payments and deposits. 

I'm not sure if I should use ASP or Pearl as the interface. I'm not familar
with either so are there any quick start books or sample code I could use. 

We may even consider paying someone for consulting.

The basics are

     IIS 4.0
