Not necessarily bad design, Dennis. Optionality (zero-or-one to one relationships) can be considered here. For example, a Mortgage application done in a single table might have 200 fields, 100 of which were irrelevant if the applicant didn't pass the first qualification review. Why waste all that unused space in your design?
