In situations like, you should follow those 8 steps 
described by Bill Downall in his earlier post.

I would also recommend to perform complete UNLOAD and 
then RE-BUILD the database. 

Using The Glorious R:BASE 2000 (ver 6.5++), to be released 
on June 15, 2001, performing the same Re-Build procedure, 
will provide accurate -ERROR- messages, such as:

Cannot insert - value does not exist in TableName (2510).

That is the result of not inspecting all data before 
retroactively adding constraints to already-populated 
tables!
