You may want to check http://codecharge.com/php-org/ .  It's a RAD tool for developing PHP and should allow easy connection to databases via ODBC.  Also creates ASP, JSP and several other flavors, all in one tool.   No real personal experience except for a couple of tries after downloading the trial version.   Enrique Wintergerst
