I removed the rules and added constraints as suggested by Dennis, Buddy and Albert.  
My problem with rules is now fixed.  Thanks.  Bill N.

In general, I have found that if you can use system constraints, it is
preferable and faster than rules. Contraints provide control outside of
screen forms and Set Rules Off. 

In your example, set up a PK/FK constraint which wouldn't allow a column to
be entered in the secondary table SEED unless that value is in the primary
table MAT.
