Few suggestions:

01. To be consistent with your ASCII file format, you could 
    DROP Sys_Rowver Column and make sure that Oterro.CFG and 
    RBASE.CFG files includes AUTOROWVER OFF. 

02. Using the Direct DBMS action in R:Tango 2000, you could 
    also use:

    LOAD TableName FROM FileName.ASC USING Col1, . Col6 AS ASCII

    Note: I'm using Oterro 2000 (ver 2.5) beta, Non-R:Tango 2000 
          version. 

    I believe that Oterro 2000 (ver 2.0) for R:Tango 2000 does 
    not support USING col1 ... col6 options in LOAD command.
