Even if MS has been ruled a monopoly it would not be a public utility.
Public Utilities are items that are consumed or used by all (i.e. Electric,
Oil, Phone, Transportation).
It does not provide a item that is required to live!
Everyone needs Electricity, Fuel for their cars, Phones to call for help and
transportation to get from place to place.

If MS controls 100% of the OS market then I would opt to add it to the
Public Utility ranks.

It is a monopoly in it's own industry, that is a given!
Should it be regulated yes as long as the cost of regulation are not passed
on to the end users.

Should they have open source yes but that will never happen!

There are other options available to all of us.

Linux and Unix.

Those are free (or have a small cost) to use!
Open source and provide better options to it's user if GUI is not your dire
need!
