Definitely not a bug.

I don't understand your question though. Do you WANT 01 for 2001 to 
be less than 99 or 1999, or not? 

If you want "01" to be greater than "99", then use iyr4().  Then your 
date format doesn't matter.

If you DON'T want 01 to be less than 99, then set your date format to 
MM/DD/YY, and use iyr().
