Those are both expressions, meaning they both almost certainly have to go to
expression evaluator for parsing and evaluation. I don't know whether an
insertion with strictly constant values (such as INSERT INTO TableName
(ColumnName) VALUES ('William')) would execute faster, but I wouldn't be
surprised if even that went through the expression evaluator.
