I have never used an IF where the right hand side of the comparison does a
look up. I would be surprised if that is legal (I might well be wrong
there.) You may try doing the lookup first. eg

SET VAR vtcols INTEGER = sys_column_id IN sys_columns  +
WHERE sys_column_name = 'ordbudgt'

IF vcols = .vtcols THEN
