Jenna, 

In the absense of R:Base providing the messages you want, I would 
say get rid of your small files that create and delete the CASCADES 
and create a single small file in their place, that has the DELETE 
commands you need, first deleting the rows in the foreign key tables, 
then deleting the rows in the primary key table.  Run that new file to 
wipe out the data quickly.

It seems to me it is more work for you to use the CASCADE feature.
