R:Base is simply calling the Windows phone dialer (or, more accurately,
whatever is registered with Windows to accept TAPI call requests).  The
dialer is different on different versions of Windows (when I tried RPHONE on
a Win2K machine I got something that looked like the phone call interception
panel for the National Security Agency).  The one I'm familiar with, the
Win98 dialer, has never failed to hang up a call using the Hang Up button on
the dialer, but you do have to use that button -- hanging up the phone alone
is not sufficient.
