No, it is a numeric field with the field have a picture format of 99.0. The
report generates a decimal until I call it from a command file (attached)
which then generates a report using , for the decimal point.

Is this in currency fields? If so, check your currency setting. It may
have been switched accidentally to the European convention (A in
R:Base), rather than US (convention B).
The command:
SET CURRENCY $ PREF 2 B
Sets the format for US currency.
