Looks like the "File Association" issue here ...

Notice that you are using WSCRIPT at the DOS prompt.

I would suggest to check the file association for any files 
with VBS extension in Windows. 

To verify the "File Association", try the following test: 

01. Launch The Glorious R:BASE 2000 (ver 6.5++) for Windows

02. At the Mighty R> Prompt:

    LAUNCH C:\WINDOWS\SAMPLES\WSH\CHART.VBS

    If appropriately file associated in Windows, you SHOULD 
    be able to see a Windows Scripting Host demonstration.

    LAUNCH C:\WINDOWS\SAMPLES\WSH\SHOWVAR.VBS

    If appropriately file associated in Windows, you SHOULD 
    be able to see yet another Windows Scripting Host 
    demonstration to display system variables. 

Also, using the Windows Explorer, double click on: 

    C:\WINDOWS\SAMPLES\WSH\CHART.VBS 

    or

    C:\WINDOWS\SAMPLES\WSH\SHOWVAR.VBS 

    You should be able to see Windows Scripting Host Demo!
