This is an old phone scam.
You should program your phone systems so the 90 is not allowed!
You can program another set of numbers to do the same thing when needed.

The idea is on most phone systems 9 gives you an outside line, then you dial 
zero to get an operator, and then the # (or transfer) will drop the user at 
your company.  This gives the originaing caller a path through your phone 
system allowing them to bill charges back to the line they are one.  There are 
large call centers that call and try to intimidate receptionists into doing 
this for them.  They might say "I am from AT&T testing your phone lines", or 
"What, don't you know how to do it".

I get several complaints from users because they can't get an operator on my 
phone system by dialing 9-0.
